How it works

How we'd work together.

Same shape whether it's a build, an audit, or a fractional-CTO retainer — fixed scope up front, visible progress, and everything yours at the end.

  1. 01

    Intro call

A 30-minute call to understand where you are and where you're stuck. No pitch — if I'm not the right fit, I'll point you to someone who is.

  2. 02

    Fixed scope & price

Within a few days you get a written scope, timeline, and price. You know exactly what you're buying before any work starts.

  3. 03

    Short, visible cycles

We work in weekly increments. You see real progress every week and own every commit, decision, and document as it lands.

  4. 04

    Clean handover

Repos, infrastructure, and docs are yours from day one. Engagements pause or end at agreed checkpoints — no lock-in, no dependency on me.

About

The senior technical hire you can't yet afford full-time.

Walid Ghouili — Fractional CTO and Engineering Consultant based in Tunis, Tunisia

I'm Walid Ghouili — a fractional CTO and technical-audit consultant in Tunis, providing nearshore senior engineering to early-stage European and Tunisian startups in French, English, and Arabic. I founded InnoviaBurst to do that nearshore product work, and I'm the founder of Simplify for Kids, a story-based AI learning platform, Sabboura, an AI tutor for Tunisian bac students, and Tnajem, a tutoring marketplace. I also teach computer science at IMSET (part of Honoris United Universities).

I split my week between writing production code, reviewing other people's, and explaining all of it to engineering students. That mix is the whole pitch — I'm a working engineer, not a slide-deck consultant.

The basics

What is a fractional CTO?

A fractional CTO is a senior engineering leader who works part-time — typically 1–2 days a week — with a company that isn't ready for a full-time CTO. They own architecture, code review, technical hiring, and the roadmap, giving startups senior judgment without a full-time salary.

When do you need one?

  • You're pre-product and about to build — and don't want to build it wrong.
  • You shipped something, and now it's breaking or slowing you down.
  • There's no senior engineer in the room to make the hard calls.
  • You're raising and need credible technical leadership.
  • You're scaling faster than your stack and team can handle.

FAQ

Questions you're probably asking.

How much does a fractional CTO cost?

The fractional-CTO retainer has a monthly starting price and the technical audit is a fixed fee, both shown in the Pricing box on their service pages. The final figure depends on scope and days per week, and you get it in writing before any work starts.

Fractional CTO vs full-time CTO vs agency — which do I need?

A fractional CTO is embedded and part-time, for pre- and early-product teams that need senior judgment now. A full-time CTO is a permanent hire for funded teams scaling fast. An agency delivers a discrete, well-specified build and then leaves. Most early startups need the first.

When do you need a fractional CTO?

When you're about to build and don't want to build it wrong; when you've shipped something that's breaking; when there's no senior engineer in the room; when you're raising and need technical credibility; or when you're scaling faster than your stack and team can handle.

What is a technical audit, and what's in the report?

A technical audit is a two-week, fixed-scope deep-read of your codebase, infrastructure, and team practices. The deliverable is a prioritised risk register — architecture, security, GDPR, infra, and test gaps — each finding ranked by impact and effort with a concrete recommended fix.

What do investors check in technical due diligence?

Before a seed round, investors check whether the product can survive growth: architecture, security, GDPR compliance, infrastructure, test coverage and how the team ships. I put the 25 points I see checked most often into a free checklist you can run on your own codebase in an afternoon.

Is it GDPR-safe to nearshore development to Tunisia?

Yes. I design with GDPR in mind from the start, can host on EU-resident infrastructure when data residency matters, and work under NDA. Tunis is on the same clock as Paris in winter and one hour behind in summer, so nearshoring adds capacity without the compliance or time-zone gaps of far-offshore teams.

How do engagements start — and stop?

Every engagement opens with a short call and a written, fixed scope. Work happens in weekly cycles, and you can pause or end at any agreed checkpoint. You own all code, infrastructure, and documentation throughout, so there's never any lock-in.

Where are you based, and which time zones do you cover?

Tunis, Tunisia. Tunisia is UTC+1 all year, so I'm on the same clock as Paris, Berlin and Madrid in winter and one hour behind in summer. Your working day and mine overlap almost completely, with none of the gaps that come with far-offshore teams.

Which languages do you work in?

French, English, and Arabic — meetings, code reviews, and documentation in whichever suits your team.

How do you handle confidentiality and IP?

I'm happy to work under NDA, and everything I produce — code, infrastructure, and docs — belongs to you. Most of my recent client work is covered by NDAs, which is why some client names are blurred on this site.
